Working at height standards 'are not out of reach'

Working at height accidents are some of the most pressing health and safety issues facing employers. Business Link points out that falls are of particular concern to those in the construction and transport industries but not limited to them, making the Working at Heights DVD relevant to all companies.

Business Link notes that working at height safety "can be an issue for any business whose activities involve working on ladders, scaffolding, roofs, gangways and the like. Even falls from relatively low heights can cause serious injuries and disruption to your business".

Figures from the Health and Safety Executive (HSE) agree, showing that these accidents were responsible for an estimated 58 fatalities in the workplace in 2007/8 - more than any other class of incident. In addition, falls from a height caused around 3,235 serious injuries over the same period.

Businesses do have an obligation to protect their employees against this danger. As is explored in the Working at Heights Photographic Booklets, the Work at Height Regulations 2005 apply to any activity where there is a risk of injury from falling.

Under the legislation, duty holders need to make sure that all work is planned and organised, with risk adequately evaluated, which may require the use of Working at Heights Assessment Forms. According to Business Link, firms "need to look at the risk of all falls in your business and take specific precautions where it's possible for anyone to fall a distance liable to cause personal injury" to do this correctly.

The organisation suggests that the falls are often caused when workers are carrying out tasks on ladders, incomplete scaffolding, gangways and catwalks, roofs and on top of vehicles. Furthermore, accidents frequently occur because a poor choice of equipment has been made, for example, a ladder being used because it is quicker than installing tower scaffold.

In order to carry out a proper risk assessment in these tasks, firms must look at the likely dangers posed by the task itself - some of which are covered in the Working at Heights DVD - as well as considering problems such as failing objects and problems in accessing the location of work.

Planning the task fully is another essential step in promoting safety. Business Link highlights the need for working at height training, which may suggest the need for Working at Heights Photographic Booklets.

The HSE recommends that businesses not work at height were possible, to keep the risks to a minimum. It claims that tasks which can be completed with long-handled tools should be. However, if this cannot be done, the correct equipment must be used.

"Ladders and stepladders are the most commonly used pieces of access equipment for a wide range of tasks and perhaps the most misused so it is essential that those who use ladders are trained and competent to do so," the watchdog explains. It adds that ladders should be the last option and should only be used for a short period of time and for light work.

The organisation also notes that tower scaffolds are frequently used for working at height, especially in the construction industry, to provide a safe method of access. However, the need for trained and competent people to erect the tower is stressed, as the HSE reveals numerous accidents are caused each year by poor-assembled and misused platforms.

One final element of safety in this area, which is covered in Working at Heights Assessment Forms, is failing objects. HSE figures show that around 29 people were killed in 2007/8 after being struck by a failing or moving object, while a further 3,370 were injured.

Recommendations from Business Link suggest that platforms should be built so objects such as tools, nails, pieces of wood and debris cannot be knocked off. Furthermore, equipment like electric drills and saws can be attached to safety lines, while covered chutes provide a good way to dispose of debris with minimised risk.

The importance of safety for employees working at height cannot be overstated. Commenting after a recent legal case, HSE inspector Jane Ferguson said: "Falls from height remain the single biggest cause of workplace deaths and one of the main causes of major injury and are a priority for the Health and Safety Executive.

"All work at height should be regarded as high risk, requiring stringent control measures to prevent often fatal consequences."
